Compared to green buildings, communities are more regional-oriented, therefore, almost the big cities in European and American own their self-evident assessment of the ecological community, such as Seattle (Sustainable Seattle), Montreal (Neighborhood Sustainability Indicators) of North America, "Residential green building elements and the Technical Guidelines" of China Ministry of Housing and Urban he (2001), or even CASBEE-UD of Japan (2006), LEED-ND of USA (2009). Taiwan also developed our evaluation system of ecological communities which with equal importance of ecology and function, and is expected to be promoted from the end of 2010.
Taiwan EEWH-EC evaluation system is aimed at Taiwanese laws, cultural background, social conditions and characteristics of the community development out of the system, all of the assessment of the content is mostly within the context of jurisdiction of architecture and urban policy of the Ministry of Interior, extending the Ecology, Energy Conservation & waste reduction, Health & Comfort from the EEWH-Green Building Rating System, together with Service function and Crime Prevention, which are community-oriented. There are total categories. Under these, there are bio-diversity, greenery, water circulation, ISO14000, Energy conserved building, green transportation, waste reduction, Lighting of open space, energy conservation, innovation & design, renewable energy, energy reuse, CO2 mitigation, heat island effect, universal design of pedestrian space, public pollution, cultural & educational facilities, sport & recreational facilities, convenience of daily life, social welfare, consciousness of community, features of spatial configuration and, the last, equipments and public order, 22 evaluation issues.
Due to the existing public construction, social well-being of investment have a serious gap between urban and rural areas, of course, causes the apparent gap of transportation, education, leisure, entertainment, well-being and community functions between these areas. In order to pursue the fair, maintaining essential social equity and justice, respecting the cultural life of disadvantaged groups in rural areas, EEWH-EC system, in particular, divided residential applicants into 3 types, which is shown as the table below.
Residential types and standard service distance
This system accepts residential communities and non-residential (science parks, industrial zone, University campus, commercial zone) apply. Accordance with the table of residential types, urban and suburban community should evaluate all 5 categories of the physical environment and the community environment; rural community needs to evaluate only the first four categories (i.e. there is no need to evaluate Crime prevention); non-residential applicants only need to evaluate the physical environment of three categories.
